Documented usage for splitting charge over multiple PTAEOs

I had forgotten about this, but I have heard of these in the past,
especially in the context of somebody who is supported by multiple grants.
These are exceptions in the existing START system, and I think they should
stay as exceptions in ServiceNow. Every form has a comment box on the
bottom, and I propose that's the "feature" we will use to allow people to
express this in the new system.
People can still use the form to do an instant verification of their
PTAEOs if they want to use the system in that way. We could write this up
as a special case in the training materials if we think it affects more
than a handful of people.

While the normal behavior is 1 ptaeo for 100% of the charge, we also have
to support the idea of multiple ptaeo for split percentages. Splits are
not equal percentages but must add up to 100%
The bolt can confirm the number of splits or maybe deb bettley can run a
report for us on the highest number of times a service account has been
split
