COA Segment

Why

We use this service for two things.

1. To load the segment hierarchy service locally to show on user records
2. To get a cost center from a COA when we don't explicitly get it

How

This is a pretty standard import job of data over REST.  The one trick is that we have to check load the other parts of the hierarchy before the actual cost center and we can't get those segments separately.
