Business Rule 'Yale - Third Party to Veoci' to update Veoci Application records from ServiceNow CMDB when below conditions met. 

Runs on cmdb_ci_appl table, when Application Management Category is NOT Yale ITS and External ID changes, then calls the Rest Message 'Yale - Veoci Apps rest message'
