Background
In December 2013, we froze development on the remaining scope of START Replacement ServiceNow forms.
We snuck out what was left of Mobile Device Change and Add, which were very close, but had not touched Telephone Services.
Now I'm in a position of needing to size the remaining scope to complete the Telephone Services forms.
