What
We've had several requests to be able to override the email content given that groups outside of ITS utilize ServiceNow.

We would switch based on whether or not the offering has overridden values and the notification itself is allowing for overrides.

- Do we allow subject and body overrides as well? We might have to since the body says ITS in many cases.
- Do this just for client facing? Anything fulfiller will maintain the ITS branded notifications?
