TEST lives on the edge, ahead of PRODUCTION, where we test new code that is not yet approved to be advanced.
In a perfect world, TEST would only contain code up to the date of the current release, and would then be refreshed from PROD.
Instead, we have several packages pending for release, so TEST has a large number of deltas away from PROD, and cloning TEST requires substantial work to put things back after being cloned.
How to calculate delta between TEST and PROD
We have a python script written by Bill West that does that. Get the script at:

Run the delta script
This returns both the actual update sets, and the order in which they should be applied. Judging by this report, TEST was last refreshed in July 2013, and 188 deltas exist.
