To start you can click on the project drop-down on the left and click Create project:
Make sure to always select Private access as we do not want users to see 100 projects they aren't suppose to belong to!
After creating your project navigate here to customize it:
As shown on the left panel, you can customize the details, people access, issue types, third party apps, and features.
